The gift sending function can only be unlocked by purchasing the "A Very Special Chance 4/5" package from the Shop. Once the package is purchased, you may now send gifts to your fellow Alliance members.
You can send gifts by accessing the Alliance menu, then tap Members, select an Alliance Member. On the Alliance Member's details, tap the Gift button.
