If you have entered at a later time than the start of the event, first check the Sanctum Race to make sure no Alliance has won yet. In each Sanctum Race, if an Alliance achieves 15,000 Points the event ends and all hostile actions become forbidden.
The next thing you need to know is that to attack anything in Dark Moon, you have to first declare war on that territory. To declare war, find and select the main structure in that territory (Tower or Temples). You will be able to see a "Declare War" option when you select these structures. If you declare war on a neutral Territory (territory that is not yet conquered by another Alliance), war immediately starts and you can attack anything in that area. If you declare war on an Alliance held territory, there will be a five minute preparation period before you are allowed to attack the structures in that territory.
Note: To declare war, you need to have Alliance Signets. Alliance Signets are generated at specific time intervals by your conquered Towers. The more Towers you have under your control, the more Alliance Signets you receive during each cycle.
